[DDI-users] DDI 3.2: Can be a new version of a QuestionItem in a new QuestionScheme?

Are you working in DDI 3.2 or asking in regard to 4?

This issue in 3.x is that an object is unique within its parent
maintainable and therefore to retain the same parent it would have to be in
the same scheme (different version).

If the object is unique at the agency level then it can pretty well live
where it wants to.
