[DDI-users] DDI 3.2: Can be a new version of a QuestionItem in a new QuestionScheme?

I'm wondering if a new version of a QuestionItem needs to be in the same QuestionScheme as the old version or can the new version be in a different QuestionScheme.

The use case is that a question of an old study could be used in a new study with a slightly changed question text, basically a time-related adaption of the wording. It wouldn't make sense to add a new version to the old question scheme, because this set of metadata is just archived.

Is this possible:

QuestionScheme old - ddi:urn:de.agency_A:id_11:1
               QuestionItem - ddi:urn:de.agency_A:id_12:1

QuestionScheme current - ddi:urn:de.agency_A:id_521:1
               QuestionItemReference ddi:urn:de.agency_A:id_12:1
               QuestionItem - ddi:urn:de.agency_A:id_12:2
