Yes, the object identifier is unique at the agency level. Then the described solution would be possible.
I was not sure if the structure of maintainable/versionable still imposes some restrictions on this use case.

It is a question regarding 3.2 (mentioned in subject line).

Are you working in DDI 3.2 or asking in regard to 4?

This issue in 3.x is that an object is unique within its parent maintainable and therefore to retain the same parent it would have to be in the same scheme (different version).

If the object is unique at the agency level then it can pretty well live where it wants to.

The use case is that a question of an old study could be used in a new study with a slightly changed question text, basically a time-related adaption of the wording. It wouldn’t make sense to add a new version to the old question scheme, because this set of metadata is just archived.

QuestionScheme old - ddi:urn:de.agency_A:id_11:1
               QuestionItem - ddi:urn:de.agency_A:id_12:1

QuestionScheme current - ddi:urn:de.agency_A:id_521:1
               QuestionItemReference ddi:urn:de.agency_A:id_12:1
               QuestionItem - ddi:urn:de.agency_A:id_12:2
