[DDI-users] Recommended use of TopcClas in DDI-C 2.1

I'm just recovering from massive jet lag so I probably misread. This seems
to be a reasonable usage of the vocabURN. It certainly supports the DC
mapping which only captures the term and the source.

If we expand to this usage we should expand the documentation.

It would be good to get broader comment on this usage.
