[DDI-SRG] [CDI] ControlledVocabularyEntry

At least in the latest discussion on Wednesday we talked about the 
version with Reference, when we agreed there should be a new 
NativeControlledVocabularyEntry that uses the new NativeReference. 
Everybody seemed to think Reference was supposed to be there...
