[DDI-users] Recommended use of TopcClas in DDI-C 2.1

Hi Janet

We are adding the attribute vocabInstanceURI to all conceptTypes. Both
topcClas and keyword had structures identical to conceptType and served the
same purpose so they will now be of type conceptType rather than extensions
of xs:string (a change in the underlying xsd structure that will not affect
the instance structure ). When I'm on my computer I'll send you the issue
