It does depend on your use case (unfortunately). 
Virtually all elements are optional. e.g. for a variable, the only mandatory element is the URN or Agency/Id/Version triple

A good way to specify what you want is through the use of a DDI Profile, in addition to the basic tooling which Achim Wackerow did a few years back (https://ddialliance.org/node/919). CESSDA have done some more work on this, which was presented at the EDDI conference last week (https://doi.org/10.5281/zenodo.4305682). These would for instance be a specification of what elements should be present (or not). The DDI-Profiles page at (https://ddialliance.org/resources/ddi-profiles) has examples.

In the example of a variable, in addition to a urn/identification triple, you could specify it must have a VariableName, Label and a VariableRepresentation. This mechanism is not suitable for say expressing that a specific XML element must contain a specific controlled vocabulary, or that the Label should be less than 80 characters long. if you wanted to impose this you would have to do that through a specific validator.
