Yes, I am setting up a choice of content which prespecifies the CV urn etc.
There will be an optional effectiveDate attribute with the following
documentation.
"If it is important to specify the date that this code is effective in
order to accurately capture a name or similar change, specify that here."

Note that these will be late bound entries and that codes that are not in
active use will be retained in the list. The effectiveDate will help in
determining name changes over time. Needless to say we will have to monitor
ISO change postings. This may be one where we have a dedicated individual
or organization keep this up...someone who normally follows this
information. As it is in English and French, statistical organizations in
France and Canada come to mind. Right now I follow this for IPUMS
International, but I would definately want to get updates to this set of
CVs off of my work list.
