(a) Colectica Reader is a free application that performs both XML schema 
validation and second level DDI validation. You can download it from:

Details of the validation features are at:

We are happy to add more tests if you have ideas.

(b) We also offer Colectica SDK, a .NET class library for working with 
DDI 3. This does not cover 100% of the standard but does drastically 
speed up the process of programmatic metadata creation and processing.
