As Sanda noted this is valid in the DTD and does not seem to be valid in 
the the schema. In looking up the information in the DTD I noted a 
structure issue in the DTD that was a problem when it was converted to 
a schema. The form in the DTD reads as follows:

<!ELEMENT nation     (#PCDATA|txt|concept|%a.phrase;|%e.form;)*

It seems to have grabbed only the PHRASE and FORM structures in creating 
the schema. The latest date on the DTD (Jan 16, 2006) preceedes the schema 
data (April 15, 2006) so it appears to be a problem with the translation 
to schema from DTD. I'm copying this to Mark Diggory to look at.
