[DDI-SRG] [CDI] Envelope

Did you look at the definitions I suggested in the draft I put together from our discussions? The reference could be to non-DDI metadata, possibly, although what you present covers my immediate use case/requirements.
I am happy that the minimal requirement is covered, but was just thinking about the wording. Nothing major.
