[DDI-SRG] TC: please review and comment

I've attached the current draft of the proposal for a face-to-face meeting
of TC this year to work on 3.4, COGS, and related Roadmap issues. Please
note any changes that should be made and let me know. We'd like to get this
to the EB soon.
