[Eurobarometer] EB 56.3: Corrected data for D4_FRA and D4_NET

a new version of Eurobarometer 56.3 (Jan-Feb 2003) now includes corrected D.4 SPSS 
value labels and DATA for FRANCE and the NETHERLANDS provided by the data producer (EORG).
