   Spam is unsolicited, usually commercial, communication sent to a large number
   of people.  It is the e-mail equivalent of junk mail and is illegal in this
   country.  It is illegal because the sender is stealing resources from the
   recipient.  Unlike with junk mail where the sender pays to have the
   commercial communication delivered to you door, with e-mail it is the
   recipient who is paying for the connect time, disk space, etc. which are
   consumed.

   Outside Spam can be blocked by the list administrators.  If it is being sent
   by someone on the list, I think they deserve one warning (at the most!) and
   should then be banned from the list.
