[EB] maastricht-criteria

does somebody know about any research that has been done into the impact
of the maastricht-criteria on social policies of the member states of
the EC i.e whether spendings on the welfare state  decreased or
increased.
i am a student in political sciences at the university of bern in
switzerland and at present working on this problem.
