This resolves the issue. My concern is that I was unable to
find any such a statement from the specification. Shouldn't this be
at least written out in the technical documentation and
in the field-level documentation? 

Of course, the XML Schema should also be corrected so that
the @scopeOfUniqueness in Maintaianbles is fixed to "Agency".
This would be very helpful indeed.
