In fact I gave Arofan the same answer during the discussion of Spatial
Coverage. however, you see I am persuadable when it comes down to actually
having to create the external controlled vocabulary. I see no point in
doing this for "Country" in Organization/ContactInformation but do see it
as worthwhile in aupport of geographic definitions. :-)

Actually this does result in 2 ways of doing something, Note the element
"Country" in a SpatialCoverage would map to DublinCore "spatial" but would
be a limited subset of the DC element as it would a) contain ONLY a country
code and b) be limited to ISO 3166 options (2ch, 3ch, numeric).
