[DDI-users] Updates to DDI Mantis issues 571, 539, 597

I have uploaded the corrections for issues 571 and 539. In addition I added
issue 597 as a place to hold discussion and decisions regard a reveiw of
the ability of the following structures to support hierarchies as well as
administrative groups:
Category, Concept, DataElementConcept, Universe, and DataElement.
