[DDI-users] html-tags in DDI XML files

Hello,

I have a general question about html-formats
in DDI-XML specifications (especially in two DDI 2.1 attributes 
(<serInfo>, <abstract>)).
Is it allowed to use html-tags when you use simultaneously [cdata]?
Does there any ex-cathedra solution exist?
