[DDI-users] Dataset element in DDI 3

I cannot find where the Dataset element appears in DDI 3

I see the import in physicaldataproduct.xsd 
<xs:import namespace="ddi:dataset:3_0_CR" schemaLocation="dataset.xsd"/>

but the element does not appear to be referenced anywhere in that schema
file or any of the other schema files.

Is its omission intentional?
