[DDI-users] Formatting in question text

I think that's a related but separate issue. I would prefer to have only content
structure tags in the DDI as well, but IF presentation tags have to be
included, then I would prefer that they be from the HTML tagset rather than the
more obscure TEI, espcially if it's only < 10 tags.
