Description of it from the tab library:
The "cycle" attribute permits specification of the relevant cycle, wave, or 
round of data.

You can choose how broad it should be yourself. Here is an example with 3 
different resolutions:

   <timePrd date="2000-04" event="start" cycle="Wave 2"/>
   <timePrd date="2000-09" event="end" cycle="Wave 2"/>
   <timePrd date="2001-04-15" event="start" cycle="Wave 3"/>
   <timePrd date="2001-06-15" event="end" cycle="Wave 3"/>
</sumDscr>
