[DDI-SRG] TC minutes

Minutes are posted. As a follow-up to our review of DDICODE open issue I
have gone through and added label for verification, priority, discussion,
and long term. Of the 21 outstanding issues 10 are at a status of review or
resolved and I will verify their current status in terms of the development
repository. 4 have been tagged as topics for broader discussion, one as a
long-term issue pertaining to the roadmap work and the remaining as
Priority indicating they should be addressed in the new version (some with
broader discussion). In addition to the broader discussion areas we will
want to identify individuals that work extensively with Codebook to be
involved in resolving these remaining issues.
